Real Estate Business Plan: What Actually Goes In It

Most real estate business plans are a market section, a dream, and a spreadsheet nobody checks. The ones that get funded are built backwards from four numbers.

Short answer

A real estate business plan needs a defined model (brokerage, plotted development, group housing, rental or advisory), a corridor you can evidence demand in, a capital and funding structure, a sales and marketing plan tied to unit economics, a compliance plan covering RERA and approvals, and a financial model built backwards from bookings needed rather than forwards from budget available.

Start with the model, not the market

The first page of most plans is the size of the Indian real estate market. Nobody reads it, because market size is not the constraint on a new business.

The real first question is which model you are running, because they are entirely different businesses with different capital needs, timelines and risks.

Five models, five different businesses
ModelCapital neededTime to first revenueMain risk
BrokerageLowWeeksLead cost and follow-up capacity
Plotted developmentHigh12 to 24 monthsApprovals and corridor demand
Group housingVery high24 to 48 monthsConstruction, delivery, funding cost
Rental and leasingHighMonthsYield against finance cost

The structure that works

  1. Model and scope. What you do, where, and what you deliberately do not do.
  2. Corridor and demand evidence. Not market size. Supply, competition and absorption in the specific area.
  3. Product definition. Configurations, sizes, price band, and why a buyer picks you over the project next door.
  4. Approvals and compliance path. Land status, conversion, layout, RERA registration, the sequence and timeline.
  5. Sales and marketing plan. Channels, cost per lead, cost per site visit, the follow-up system.
  6. Team and roles. Who sells, who builds, who handles compliance.
  7. Financial model. Built backwards from bookings, with a monthly cash flow.
  8. Risk and what you do about each one. The section that separates a plan from a pitch.

The four numbers everything hangs on

A real estate plan lives or dies on four figures, and the first two are sales numbers rather than marketing numbers.

  1. Bookings needed per period. From the sales and cash flow plan.
  2. Site visit to booking rate. How many visits produce a sale.
  3. Lead to site visit rate. How many qualified leads produce a visit. Most new entrants have never measured this and it is usually where the plan breaks.
  4. Cost per lead by channel. Which gives you the marketing budget the plan actually requires.
Work it backwards: bookings needed, divided by visit-to-booking rate, gives visits needed. Divided by lead-to-visit rate, gives leads needed. Times cost per lead, gives the marketing budget. If that budget is not in your plan, the booking target is not real. The full funnel arithmetic.

Evidence your corridor, do not assert it

Anyone can write that a corridor is growing. A plan that stands up shows how many projects registered there, over what period, and of what type.

In Rajasthan this is public. The RERA register lists every registered project by tehsil with its type and promised completion date, which lets you state supply and competition as fact rather than as opinion.

You can pull this yourself: our Jaipur competition checker gives the named competitor list and launch pace for any tehsil, free, from the RERA register. Paste the output into the plan.

The compliance section people skip

Lenders and serious partners read this section first, because it is where projects die. It should state plainly where you are on each item and what remains.

Capital and cash flow

Real estate businesses rarely fail on profitability on paper. They fail on timing, because cost is front-loaded and revenue is back-loaded.

A monthly cash flow for the full cycle is worth more than an annual profit projection. It shows the month where the gap is largest, which is the number that determines how much capital you actually need to start.

FAQs

What should a real estate business plan include?

The model you are running, corridor demand evidenced with real supply data, product definition and pricing, the approvals and RERA compliance path, a sales and marketing plan tied to unit economics, team roles, a financial model built backwards from bookings, and a risk section.

How do I start a real estate business in India?

Decide the model first, because brokerage, plotted development, group housing and advisory are different businesses with different capital needs. Then evidence demand in a specific corridor, map the approvals and RERA path, register as an agent if you are broking, and build the financial model backwards from bookings needed.

How much capital do I need to start?

It depends entirely on the model. Brokerage and advisory can start small because the main cost is lead generation and time. Plotted development and group housing need land plus approvals plus construction before any revenue, so the binding number is the largest monthly cash gap in your cycle, not the total project cost.

How do I set the marketing budget in the plan?

Work backwards. Bookings needed divided by visit-to-booking rate gives visits, divided by lead-to-visit rate gives leads, times cost per lead gives the budget. A budget set as a percentage of revenue is a guess that usually turns out to be too small.

Where do I get real demand data for a corridor?

For Rajasthan, the RERA public register lists every registered project by tehsil with type and promised completion date. That gives you supply, competition and launch pace as fact. Our free Jaipur competition checker pulls it for any tehsil.

Do I need RERA registration to start a brokerage?

Yes, if you will facilitate sales in RERA-registered projects. The registration is tied to the activity rather than the job title, and developers increasingly will not pay brokerage to an unregistered agent.
